1. Integrated "Pontoon + Shore-based Pipeline Corridor" Model
   The project innovatively adopts a layout design of waterborne pontoon and land-based pipeline corridor:
   • Pontoon Module: Integrates large LNG storage tanks, diesel storage tanks, dual-fuel bunkering systems, ship service facilities, and an intelligent control center.
   • Shore-based Pipeline Corridor: Connects to the pontoon via leak-proof concrete dikes and dedicated process pipelines, enabling safe fuel transfer and emergency isolation.
     This model overcomes shoreline resource limitations, significantly reduces construction time, and supports future functional expansion.
2. High-Standard Safety Protection & Leak Prevention System
   Implementing the philosophy of "Inherent Safety + Defense in Depth," a three-tier protection system is established:
   • Structural Isolation: Reinforced concrete leak-proof containment dikes are installed between the pontoon and shore area, providing collision protection, spill containment, and seepage prevention.
   • Process Monitoring: Equipped with pontoon attitude monitoring, compartment gas detection, pipeline leak, and automatic shutdown systems.
   • Emergency Response: Integrates waterborne firefighting, recovery systems within the dikes, and intelligent linkage with port emergency systems.
3. Large-Capacity Storage & Multi-Fuel Efficient Bunkering System
   The pontoon is equipped with thousand-ton-class diesel tanks and hundred-cubic-meter-class LNG storage tanks, capable of meeting the refueling demands of large vessels for extended voyages and high-volume vehicle/ship operations. The bunkering system utilizes dual independent metering and intelligent dispatch, supporting safe, rapid, and simultaneous refueling of diesel and LNG, with daily comprehensive bunkering capacity leading the industry.
4. China Classification Society Full-Process Certification & Compliant Operation
   The project under went supervision and inspection by CCS from design and construction to installation and commissioning, ultimately obtaining the CCS Navigation Certificate and safety certifications for the oil and gas bunkering facilities. This signifies that the pontoon meets the highest domestic industry standards in structural safety, system reliability, environmental performance, and operational management, possessing the qualification for compliant operation in inland waterways and coastal waters nationwide.
